I have stumbled across a base from a while ago that I've been told has no logs. Seeing as the owners are absent, and there is no longer any logs or protections, is it within my rights to claim the area?

Personally, I see no problem with this. However, I'd suggest if you DO claim it as your own, and the original owner(s) come back, to take what YOU have added to the base and leave what they've had. So, a suggestion is for the storage area, just leave a few chests off to the side of their stuff. Or, if they're cool with you keeping it/decide to move instead, then woo.
I'd also wait to see what some of the other mods have to say, since this is a very strange one. Wouldn't technically be grief at this point, more-so renovations.
^This has always been a sorta gray area. You're damned if you do, damned if you don't. My land for example, likely has no logs since I haven't built there in a long time, but thats usually where I chill. I'd have to see the area to make a decision.
Well, I've just been hanging out out there if any other mods want to drop by and see. I haven't disturbed it too much since coming here, to avoid accidental grief. I'm just crossing my fingers hoping for an okay to renovate this place. ;] So far I've had a couple staff over here to check through the logs, and all they found was me and a guy placing a minecart 24 days ago. 
So, I mean, no one else has tried to claim it since I brought it to attention, and when I stumbled upon it pstone gold blocks were shot up from the ground (90 days since owner used or something). If it's alright, I'm going to go ahead and claim it and if the owner returns I will accept the consequences he/she feels fit.
Ba55h0g, Rockon101000 and MHF_Melon seem to be the original owners. Seeing as none of them have been in 2 months and 25 days, some as far as 3 months and 23 days, I think it is within my ability to claim this place.
